Sorry for missing to respond to this request. Here is the JNLP for 0.10 release 
- http://people.apache.org/~smarru/tmp/xbaya-jnlp-0.10.tar.gz

We will restore the JNLP as part of the release process, so from 0.11 release 
onwards (until we have an alternative to current xbaya), we will also release a 
JNLP.
