Unexpected lock at startup is just that. Quite a few problems were related to locks held forever by other processes, denying aox write access to the db.
So we write some code to spot that. There are legitimate reasons why others might hold locks, of course, so this doesn't indicate an error. If there IS an error, it often helps to site what it is.
