11G is a clear bug. There's a variable, memory-limit, and you should see up to a few times that at peak, returning down to memory-limit. What version, and what value of memory-limit?
Bugs have a tendency to be reported together... In this case, were you perhaps sending a rather big message, and do you get log messages saying something like "Invariant failed while processing Query::notify()"?
