It's possible to write such a system with AppFuse, but you'd have to
write custom code to do it.  For payment and billing, you might look
into using PayPal and its APIs.  Those seem to work pretty well and
you can make things transparent to the user.  I'm sure Google Checkout
has some similar APIs.
