Yes, this is what I prefer when using Maven 2.  If its a single-module
project, I sometimes use Eclipse.  You can make multi-module projects
work in Eclipse (delete .project, file > import), but it doesn't
explicitly support it.

I believe this is expected behavior.  Tomcat doesn't have the ability to
dynamically reload a single changed class.  However, if you run it in debug
mode, you may be able to get this feature.  Unfortunately, I haven't worked
with IDEA+Tomcat to know how to do this.
