The CSS Framework Matt's referring to is Mike Stenhouse css framework which basically supports various styles of css based column layouts along with a modular way of organizing css files. More info can be found here : http://appfuse.org/display/APF/CSS+Framework
The suggestions about organizing css in a modular way is useful when working with any kind of css in general. As far as the CSS based layouts in Mike Stenhouse's CSS framework, I would personally use the CSS based layouts by YUI (http://developer.yahoo.com/yui/grids/). It is very comprehensive, well documented and officially supports a large number of browser types. I believe at the time Matt investigated CSS based layouts, the YUI CSS project did not exist.
