The reason they're likely not coming through properly is because you
have to list ApplicationResources.properties as one of the files to
process in the native2ascii-mave-plugin in your pom.xml.

The i18n file name in web.xml is for JSTL, when its defined in
struts.xml (or other files), it's for the framework. JSTL messages are
mostly used by SiteMesh.
