I think it's best to write this in a filter for one simple reason: so it can be used with multiple web frameworks. Maybe you'll want to contribute it back to AppFuse someday. There's been some reason work going on in Roller (roller.apache.org) to provide a similar install mechanism. You might want to checkout the following thread on their mailing list:
