The default language for JSTL is set in web.xml, so you might need to set the default there as well. When I had struts.locale set, it didn't allow me to change the user's locale using LocaleFilter, so I removed the setting. AFAICT, setting "struts.locale" makes it impossible to change the user's locale. I could definitely be wrong.
