There is a broken binary release in the mirror listed in the POM, I had the
exact same problem and changed the url.
Look at the section:
<cargo.container.url>http://archive.apache.org/dist/tomcat/tomcat-5/v5.5.20/bin/apache-tomcat-5.5.23.zip</cargo.container.url>
And change it to your own preferred mirror.
