You might try adding the following to the <plugins> section of your pom.xml.

            <plugin>
                <groupId>org.codehaus.mojo</groupId>
                <artifactId>cobertura-maven-plugin</artifactId>
                <executions>
                    <execution>
                        <goals>
                            <goal>clean</goal>
                        </goals>
                    </execution>
                </executions>
            </plugin>

If that helps, let me know.  I'll see if I can reproduce the 0%
problem using struts2-basic after running appfuse:full-source.
