I think both are really good. Personally, I prefer Struts 2, but that's only because it's worked well for the applications I've used it on. Spring MVC (with JSP) doesn't allow you to call methods with arguments (from JSPs), and that was needed on my current project. I'm sure your mileage will vary. I suggest you try them both and see which one fits your project better.
If you're going to use Spring Web Flow, Spring MVC might be a better choice as the SWF integration with Struts 2 doesn't seem to have a whole lot of people using it.
