To run jetty:run or tomcat:run, you have to do war:inplace first. Then you have to rm -r src/main/webapp/WEB-INF and rm src/main/webapp/WEB-INF/classes/struts.xml.
As far as the blank page, I don't know what's causing that. You might try turning on devMode in struts.xml.
