org.appfuse.webapp.listener.StartupListener is exactly what I was looking
for, however,
System.setProperty("user.timezone","GMT");
works on Jetty but not Tomcat, but
TimeZone.setDefault(TimeZone.getTimeZone("GMT"));
works on both (win32 and Linux Tomcat, with a v1.5 JRE).
