i changed the name to xmlf
and changed the
web-tests.xml accordingly:

<!ENTITY config SYSTEM "./config.xmlf">
<!ENTITY login SYSTEM "./login.xmlf">

and yes i changed the config file to.
added this to the jira too
now figure out how to tell eclipse not to interpret xmlf files...
