Do you want them in the top-menu or in the side-menu? If you want them in either of these, you should modify menu-config.xml. However, if you only want a particular menu to show on that page, I'd 1) create links and show them on the page as a new menu (outside of Struts Menu) or 2) modify menu.jsp to show/hide the menu for a particular URL.
