One further detail is that I found cxf-rt-bindings-soap-2.2.3.jar, the jar that contains cxf-extension-soap.xml (see 9th line of output below) in the output piped to a file via mvn dependencies:tree, so why doesn't it get found at runtime? That jar is also in the war it looks like as well. Here's the tree:
