It seems as though you are accessing the wrong action. Typically, there is an
action for rendering the form and then an action for handling the posted form.
It would appear you have the POST action "updateUserData", but you are missing
the form action.
You need something like:
<action name="userDataEdit" class="userDataAction" method="edit">
<result name="success">/WEB-INF/pages/user-form.jsp</result>
</action>
Then the form's action points to updateUserData
<s:form action="updateUserData" method="POST" ...>
