Where?  In settings.xml?  That is for configuring an http proxy
server, it has nothing to do with Archiva proxying requests to a
remote repo.

Have you configured a mirror or redefined the 'central' repo id?  If
not, Maven will keep contacting it.

I'll be around on #archiva for a while if you can get on irc -- there
is a web interface at http://irc.codehaus.org .  This might be easier
to work out in real time.
