I reported an issue with Continuum, CONTINUUM-1799 - Thread count for
schedule is not configurable [1], because it was creating 15 Quartz
worker threads at startup. Archiva may have a similar issue since it is
also using Quartz and Plexus and it is creating 15 Quartz worker threads
at startup.
