I also successfully tested a connection to an external URL behind a proxy using
this test program:

When a proxy host/port is not set then I'm getting an UnknownHostException.
Setting a network proxy in Archiva or for the whole JVM (via -Dhttp.proxyHost
and -Dhttp.proxyPort) has no effect...

I configured proxy settings under "Network Proxies" (Archiva is running behind
a corporate proxy).
I'm able to access the artifact directly (from the same machine where Archiva
is running):
http://repo1.maven.org/maven2/junit/junit/3.8.1/junit-3.8.1.pom
The same proxy configuration works both in Nexus and when using Maven
Repository Manager.
Apache Archiva (version 1.3.5) is running off Tomcat 7.0.12 on Windows Server
2008 Enterprise (SP2).
Has anyone encountered this issue?
