My impression was that the "M" releases were like early or beta
releases, so we were waiting for a version 1.4 (with no "M") to be
released before thinking about upgrading.  Do I have the wrong
impression of the 1.4 versioning?

I tend to say we are more focus on 1.4x series now.
This release has a lot of improvement regarding performance which can
reduce open files:
* no more database for artifacts
* fetching externals repo now use a http connection pooling
* lucene upgrade to last 3.6.1 which is very more performant.

So I should say have a try with last 1.4-M3: legacy ui or new one (note
the legacy won't be there in next release)
