Not sure about relative to what. IMHO to $CATALINA_BASE/bin.

Note you can use interpolation in tomcat context file.
So url can contains reference to an env var using ${ } annotation.

something like:
url="jdbc:derby:${ARCHIVA_DB}/archiva;create=true" />
