Well, you can not move the text independent of the line.
There is a long standing enhancement request in the issues database for this
feature at:
http://argouml.tigris.org/issues/show_bug.cgi?id=1048
It has the 3rd most votes of any issue.
Please help by voting for this issue, describe how the user-interface should
work, etc.
BTW: ArgoUML version 0.16.1 is very old now - would you not better upgrade
to V0.22 ?
As a work-around, you may move your classes further apart or use shorter
names...

I can not move the association end name property in the edit panel. As a
