I voted for the drag'n'drop solution (in both diagram and explorer tree) as this seems to me the most natural, and is what I had actually tried to do first. My alternative suggestion would be to right-click on an attribute or method, and then select Ordering > Move Up | Move Down ... except that if I right-click on an attribute in a class diagram, the selection (unexpectedly) switches to the class, and then a context menu for the class is displayed. This is confusing -- the tool supports a details view for an attribute, so presumably a context-menu for an attribute should also make sense. Maybe there is a particular reason for not having this?
