[argouml-users] The Use Case Specification

I'm starting with ArgoUml, and I need the use cases to be specified, just as
the section "4.3.3. The Use Case Specification" in the argomanual-0.24.pdfsays.
Apparently, there's no such tool for specifying requirements such as Name,
Goal, etc, other than writing them into the Documentation on my own.
Is this the only way to do "Use Case Specification"?
