I can't reproduce this behavior in 0.24 unless there's a part of your description that I'm not interpreting correctly.
When you release the mouse button over the 2nd classifier's lifeline (vertical line below it), the drawn line for the call action should turn black, develop an arrow head and point to a part of the lifeline which has become a thick rectangle instead of a dashed line. The fact that you've still got a blue line indicates that ArgoUML thinks it's still in drawing mode. Are your mouse buttons interpreted correctly in other parts of the application (e.g. drawing associations between classes)?
