it will appear in the context menu only if it is defined in a profile that
is "in use".

the easier way to do this is to create a package with the "profile"
stereotype and
add an "apply" arrow (I don't remember the exact name) between your profile
and the package that contains your elements.

you can also create a new project, with the stereotypes and export it as a
XMI
than you can import it as an user defined profile to the whole project
