I think the answer is: partly.
I manage to create a dependency between a Use Case and a Class but not
between a Use Case and an Activity or Sequence diagram (nor elements
on such diagrams).
On the other hand, Activities and Sequence diagrams are always created
within an element in the static structure.
I can't find the possibility to drag and drop Use Cases and actors
onto a class diagram and setting dependencies described in the user
documentation so I guess it is not described anywhere.
