Are you looking for a place to host your code? sf.net would be my recommendation. Now that the Avalon site is gearing up a component repository page, it won't be quite so important to have you code distributed as part of avalon to be used. Users will be able to find your code from the repository.
Also, check out this project: xingu.sf.net. A logger was written there as well.... might be overlap? http://cvs.sourceforge.net/viewcvs.py/xingu/xingu/logging/ Let me know if you have improvements over what is there as I am a committer for the project....
