I don't know the expected deployment scenario, and that is basically what will determine which is the best way to go. However, if you only develop Avalon components that are assembled and deployed into a container, and if you follow the "modern directives" and only uses the non-deprecated interfaces, the choice between Merlin and Fortress is "irrelevant" to you, only relevant to the assembly/deployment scenarios. There are so many ways to do this :o) This advice could be seen as completely useless, as it doesn't tell you "this' or "that", just highlighting that you could be using "both".
