If file avalon-repository-impl-1.3-SNAPSHOT.jar.meta download from http://www.dpml.net/repository/avalon-repository/jars/ and put it in to %MERLIN_HOME%\system\avalon-repository\jars. Then all become work in offline. I don't know, Is it bug or not? Why this file don't downloaded when I am online?
