Why now you've removed description about services wich component provides from block.xml ?
There are two very different abstraction.
The information in the block is describing a scenario to Merlin. The scenario involves the establishment of a component *type*. The *type* is further described in the xinfo descriptor (which is normally automatically generated for by based on tags in the source code). You don't modify type information - that's why it down in the xinfo file. You modify how that type is used and that sort of information is up in the block.
Chances are that your missing up notions described in "Developing with Avalon" (which is rather out of date) with meta-model based solutions. I would suggest taking a quick read through some of the tutorials - this will give you a much better idea of what you can do.
