It is very likely that you are missing the Xalan lib in the
$MAVEN_HOME/lib/endorsed directory.
Make sure that you have;
xalan-2.5.1.jar xerces-2.4.0.jar xml-apis-1.0.b2.jar
(or similar versions)
in that directory.
