I assume you are talking about that you put "SNAPSHOT" in your POMs, and the
latest version will always be used.

I will keep this in mind, when we are moving on to better build solutions, and
meanwhile we will try to manually provide the link.
Well, I now have a temporary solution myself, because I made my own Merlin launcher for use in web applications and with commons-daemon. This one uses the Ant delete task to optionally delete some files (by default **/*-SNAPSHOT.*) from the local repository. Using file://localhost/~/.maven/repository as first remote repository entry reduces the overhead from downloading all SNAPSHOTs each time Merlin starts to about nothing.
