What is the runtime environment? The only way that you could be getting this exception is if you are attempting to deploy a component in a container that is either (a) on-commissioned, or (b) in a stale state. If it's a non-commissioned container then all that needs to happen is that the embedded needs to commission the container, and if is a stale condition - it means that your hello component has been added to a container but the container has not been redeployed (i.e. it needs to be decommissioned and recommissioned).
