Internet Relay Chat (IRC) requires a IRC client. I can recommend GAIM, but there are probably several dozen other ones.
IRC is similar to ICQ except that you typicall communicate in "rooms" together
with N other people, and your Nick is not necessarily available when you are
not logged in. (IRC pre-dates ICQ by 10 years or so)
