Local Folders

I tried to use the local folders directory not as a mail storage but as 
a "normal" directory, where I can store e.g. pictures, or text files 
(all viewable in a browser). I can drag items there, but I cannot 
display them. When I click on e.g. a picture the Windows hourglass 
appears and nothing happens. 

Did I understood the Local Folders wrong or is it just not working now?
