I think you're wrong about you not being allowed to do a comparison. What
you're not allowed to do is comparising advertisement - however, there's no
problem with reviewing both browsers, as all computer magazines do. If you
feel you cannot publish such an article on you website as it would pass as
advertisement, I'm sure many people (including me) would be happy to host it
for you.
