Thanks for the pointer.
I never delved into buildbot at all until I got tasked with the upgrade,
so I can't say whether it was ever a good technique, or just one that's
now obsolete.

If I understand correctly, you don’t need that lock. Read about the
max_builds parameter on slaves (workers).
