Good news. I got everything working. The problem was with the security policy in place on my work network. After your suggestion to delete the existing jar so it would be downloaded again, I decided took a look at the ant-1.8.0.pom as well and noticed that it contained my company's standard "you can't access this website..." stuff instead of the expected pom xml content.
So, I deleted everything below my .m2/repository/ and changed the repositories.remote in my buildfile from www.ibiblio.org/maven2/ to repo1.maven.org/maven2/ and this time everything downloaded correctly and my build succeeded.
