I've found this feature frequently gets me into trouble when I use it. I create a config on some machine, don't use the machine for a while, forget the .config is there, and then struggle for an hour trying to figure out why certain options are being chosen.

It means we need to keep code around which checks for that file, and if
present, includes these configuration options. If nobody would use it,
we could remove it. Obviously now, this is not the case.
