Perhaps there's something that I don't understand about Nexus here, but if I use my public-snapshots profile then I see that Maven searches as follows:
nexus (http://repo.classactionpl.com:8081/nexus/content/groups/public), nexus-public-snapshots (http://repo.classactionpl.com:8081/nexus/content/groups/public-snapshots) It does not find Quartz. However if I then add the fusesource dependences repo (http://repo.fusesource.com/maven2-all/) to my nexus config as a proxy and then associate the proxy with my public group all is well. I suspect that your Nexus configuration has a proxy configured for fusesource which is why you are not seeing the issue.
