Your configuration looks good at first sight. Have you looked at http://wiki.apache.org/commons/Net/FrequentlyAskedQuestions (scroll down to "Does FTPClient support FTP connections through an FTP proxy server?"). Camel's FTP component uses the FTPClient included in Apache Commons Net under the hood.
