JConsole uses files in the temp folder of your user directory. So you might have a problem with the rights on that folder?

On my machine it is:
C:\Users\cschneider\AppData\Local\Temp\hsperfdata_cschneider

Just try to remove this folder while no java processes run. Then start one and check if a file with the process number is inside.
