OK, it looks the SEI doesn’t have a right target namespace.
The service name namespace in the WSDL is "http://service.polaris.com”, but the 
SEI is "http://service.polaris.com/“
Can you change the SEI WebService annotation targetNamespace attribute to use 
the target namespace of the WSDL?
