Uwe,
      Was the first VM still in the expunging state prior to creating the 
second VM?  Until the expunge thread actually runs and deletes the VM entirely, 
it still has a hold on its IP address.  To avoid having the issue on the 
development cluster I am working with at the moment, we set the expunge thread 
to run every 5 minutes to make sure addresses free up quickly.
