Re-installation should generate new id_rsa.* keypair for systemvms.
Perhaps the MS is still using the old one, or the systemvm is using the
old one. The key pairs are injected into the systemvm via the systemvm.iso
ISO at boot time. You can look at the logs inside the systemvm to see if
they were updated. It is possible that the primary storage still had the
old ISO and therefore the new ISO (with the new keys) were not
re-downloaded to primary storage.
