These are the 3 commands I use to deploy the script to the Management Server

cd /usr/share/cloudstack-common/scripts/vm/hypervisor/xenserver
wget http://download.cloud.com.s3.amazonaws.com/tools/vhd-util
chmod 755 /usr/share/cloudstack-common/scripts/vm/hypervisor/xenserver/vhd-util

If you have not added this script to the Management Server BEFORE deploying 
your Hosts, this script will also be missing from the Hosts

The system vms are not starting and I don't know if this is the reason because 
the path in the documentation doesn't exist.
