KMS works very well for this purpose.  You install the KMS license key once on 
your kms server and then tell your windows guests to activate against it rather 
than Microsoft. This way you don't have to assign a key to every guest vm.

You'll have to put your KMS server somewhere that is available to all of your 
cloudstack vms - on the public internet - and then configure security on your 
firewall so that only the public IP addresses assigned to your cloudstack vms 
can access the kms server.  You don't want to have the general public 
activating and using you product keys!

Also, you'll have to make sure that your cloudstack networks have the correct 
ports opened outbound in order to activate against the kms.
